Authenticating Nuclear Warheads With High Confidence

چکیده
Negotiated deeper cuts in the nuclear arsenals may place limits on the total number of nuclear weapons in states’ stockpiles, which could require inspections on hundreds or thousands of warheads or warhead components currently in storage or in dismantlement queues. The process of authenticating treaty limited items, e.g. with passive or active radiation measurements, is likely to be a critical element of verified disarmament. We have been developing a template-matching approach under which, for maximum security, classified information is never measured or stored electronically during the inspection. While one-on-one measurements (template versus inspected item) are feasible, such a system would strongly benefit from optimized sampling strategies authenticating as many items as possible with minimum probabilities for cheating. This paper proposes and examines the effectiveness of a strategy for authenticating nuclear warheads with a particular emphasis on controlling false positive and false negative rates of the inspections.

Nuclear Warhead Verification: A Review of Attribute and Template Systems
Verification of current nuclear arms control treaties between United States and Russia relies primarily on the verification of delivery vehicles. Warheads are counted indirectly via the delivery vehicles that they are associated with. As states move to lower numbers of nuclear weapons in their arsenals, verification will likely pose complex challenges. Most importantly, future nuclear disarmame...
متن کاملVerifying the Authenticity of Nuclear Warheads Without Revealing Sensitive Design Information
A possible solution would involve visiting a deployment site on short notice and randomly selecting a given number of warheads for dismantlement. The warheads would then be placed in tagged, sealed containers for transport to the dismantlement facility, where the integrity of the tags and seals would be verified. If the number of warheads to be dismantled is a small fraction of the entire inven...
متن کاملThe Hazard from Plutonium Dispersal by Nuclear-warhead Acciden
Nuclear weapons are carefully designed to have an extremely low probability of exploding accidentally with an appreciable yield—even if they are involved in a high-speed crash, struck by a bullet or consumed in a fire. The principal concern when nuclear warheads are involved in such accidents is the possible dispersal of plutonium into the environment. In particular, an explosion could disperse...

groups made valuable contributions to elaborating the consequences of nuclear warfare.1 Paul Crutzen and John Birks proposed that massive fires and smoke emissions in the lower atmosphere after a global nuclear exchange would create severe short-term environmental aftereffects. Extending their work, two of us (Toon and Turco) and colleagues discovered “nuclear winter,” which posited that worldw...
متن کاملPhysical cryptographic verification of nuclear warheads.
How does one prove a claim about a highly sensitive object such as a nuclear weapon without revealing information about the object? This paradox has challenged nuclear arms control for more than five decades. We present a mechanism in the form of an interactive proof system that can validate the structure and composition of an object, such as a nuclear warhead, to arbitrary precision without re...
